Overview
Following the integration of Downer’s Australian infrastructure projects into DT Infrastructure, the business required a clear and factual understanding of its current “Hire to Retire” processes. This analysis was critical to align the organisation with its future-state design and ensure a smooth transition to enabling technologies.
Challenge
The existing processes, operational for 18 months, spanned multiple operational and functional teams but were inconsistently documented. Opportunities for improvement were largely anecdotal rather than evidence-based. Additional challenges included:
- Geographically dispersed subject matter experts (SMEs), making consensus and validation difficult.
- A lack of standardised documentation, which hindered alignment and strategic planning.
DT Infrastructure needed a robust and factual analysis to identify pain points, measure risks, and provide a foundation for future initiatives.
Solution
DT Infrastructure engaged Elwyn Consulting in June 2025 to analyse and document current-state processes. Elwyn defined the project scope and implemented a structured framework to ensure alignment before commencing. The framework covered:
- Process details, integration points, and reporting requirements.
- Risk and control measurement.
- Identification of pain points and improvement opportunities.
Elwyn maximised SME engagement through a leader-led change and communications plan, combining progressive documentation with deep-dive workshops. This approach extracted critical knowledge while challenging assumptions to ensure a robust and factual analysis.
Outcome
Elwyn delivered comprehensive current-state process documentation, validated by SMEs and endorsed by executives. The deliverables included an executive briefing with actionable recommendations to address opportunities, improve strategic alignment, and remediate risks.
These outputs provided the factual foundation needed to prioritise and sequence subsequent initiatives and supporting projects. The project was delivered on time and within budget.
